Step 1
Heat oil in a saucepan over medium heat. Stir in garlic and cook until fragrant, 1 to 3 minutes. Stir in dried basil and cook for a few seconds. Add tomatoes, sugar, onion powder, garlic powder, red pepper flakes, black pepper, and salt. Bring to a simmer, then stir in cucumber and red pepper. Simmer, stirring occasionally, until the mixture has reduced to a sauce-like consistency, 10 to 15 minutes.
