Preheat the oven to 425 degrees F (220 degrees C).

Bake in the preheated oven until lightly browned, about 13 minutes.

Combine flour, chives, baking soda, white sugar, and 1 teaspoon salt in a bowl; cut in shortening until crumbly. Slowly add milk, while stirring with a wooden spoon, until dough starts to pull away from sides of the bowl.

Turn dough out onto a floured surface; knead for 2 minutes. Pat out into a 1-inch thick round; cut into individual biscuits, using a round cookie cutter or juice glass, pushing straight down and pulling straight up to maintain fluffiness while baking. Arrange biscuits on a baking sheet.

Meanwhile, combine ground chicken, bread crumbs, egg, Worcestershire sauce, parsley, garlic powder, and 1 teaspoon kosher salt in a bowl using your hands; shape into 5 patties (about 3-inches wide and 1-inch thick).

Heat oil in a skillet over medium heat. Add patties; cook until browned, about 5 minutes. Flip patties; add onion and cook until patties browned on second side and onion is tender, about 5 minutes. An instant-read thermometer inserted into centers of patties should read at least 165 degrees F (74 degrees C).

Slice biscuits open. Place burgers on bottom biscuits; top with onion and mozzarella cheese. Place top biscuits on top.
