Preheat the oven to 350 degrees F (175 degrees C).

Beat heavy cream in a large bowl with an electric mixer until stiff peaks form.

Beat cream cheese, milk, confectioners' sugar, and 1 1/2 teaspoons strawberry jam in another large bowl.

Fold whipped cream into cream cheese mixture. Cover and refrigerate until ready to serve.

Whisk flour, sugar, baking powder, and salt together in a large bowl. Cut in shortening with a knife or pastry blender until mixture resembles coarse crumbs.

Beat buttermilk and egg yolk together in a medium bowl; stir into flour mixture until just mixed.
